Safety Coordinator

JOB SUMMARY AND OBJECTIVES

The Safety Compliance Officer directs all activities related to the compliance and enforcement of all industry specific and OHSA mandated safety regulations for D&H Contracting. The Safety Compliance Officer will serve as a liaison between D&H and the Safety Coordinators of our customer utilities to assure all safety concerns are being addressed. The Safety Compliance Officer will stay educated on changes in laws and regulations and will conduct monthly training on pertinent safety issues.

AUTHORITIES

Employee has authority to take whatever action he or she deems necessary subject only to the policies or general rules laid down by his or her immediate supervisor. Supervision over this position is general in nature, relying heavily upon the competency and accountability of the employee. Employee is expected to work independently. Employee is expected to keep the Company President informed of any safety issues or potential problems and to enforce policies according to guidelines provided. Employee must obtain prior approval to deviate from guidelines.

RESPONSIBILITIES

1. Assures that all crew members and individual workers are provided with the proper PPE, signage, paddles, lights, etc. necessary to perform their duties safely and in compliance with D&H policies.

2. Maintain inventory of replacement PPE and replace items that are damaged and unsafe in a timely manner.

3. Perform monthly company wide safety meeting varying topics in order to cover all potential safety issues.

4. Randomly travel to projects and work sites unannounced to inspect work practices and equipment usage by crews.

5. Measure road crossings where fiber seems low to ensure proper placement above roadway.

6. Oversee training of new employees with regard to proper climbing techniques and use of bucket truck.

7. Instruct line workers in aerial hurt man rescue techniques for climbing and bucket truck rescue.

8. Communicate with Project Leads and Crew Supervisors all violations of company policies observed.

9. Meet with customer representatives regularly to ensure expectations are being met.

10. Assist Crew Supervisors and Project Leads in investigating all property damage incidents, documenting with pictures and incident reports.

11. Keep homeowners, customers, and company representatives informed on the progress of incident resolution.

12. Inspect all crew vehicles for safety problems expected equipment.

13. Obtain and maintain CPR and basic first aid and life saving techniques

14. Determines when a hazard exists that cannot be worked normally and provide feedback to supervisors.

15. Performs all other duties as assigned or directed.

16. Will be subject to 24-hour call-out.

17. Has a thorough knowledge of all applicable safety regulations and can administer first aid, including artificial respiration. Able to instruct those they supervise in all phases of these items.

18. WILL OBSERVE ALL SAFETY RULES AND REGULATIONS AS REQUIRED.

KNOWLEDGE, SKILLS, AND ABILITIES

1. Must possess or acquire knowledge of the safety standards, approach distances and PPE requirements for all voltages of utility power lines for each customer serviced by D&H.

2. Must possess or acquire knowledge of safety issues associated with boring, trenching and plowing utility services in the vicinity of high voltage power, water, sewer, gas and telecommunication services.

3. Must be willing and able to respond to duty calls any hour of the day or night, weekends or holidays, as well as in any kind of weather.

4. Must possess and demonstrate in-depth knowledge of utility-related construction.

5. Must be capable of and must maintain currency on utility-related safety concerns and topics

6. Must possess or develop an increasing understanding of all communications and outside plant technologies and associated operations.

7. Must possess or develop an increasing understanding of all electrical distribution equipment, technologies and associated operations.

8. Ability to learn and work with new technologies.

9. Must possess strong computer skills and ability to learn new software and

computer related skills.

10. Must be able to perform basic mathematical operations and write basic formulas in Microsoft Excel.

11. Ability to rely on extensive experience, sound judgment and demonstrated

leadership to plan and accomplish goals.

12. Must have proven ability to plan and organize work to meet deadlines, all with a high degree of accuracy and attention to detail.

13. Must have strong analytical and critical thinking skills with demonstrated problem solving abilities. A wide degree of creativity and flexibility is expected.

14. Ability to work in confidential manner with senior management.

15. Ability to possess knowledge of RUS, ANSI, NEC, and NESA specifications,

rules and standards.

16. In addition to the required knowledge, the employee must have the ability to perform the duties of the position in a proper, safe, economical and workmanlike manner and be able to communicate well with others.

EXPERIENCE / EDUCATION

1. High school diploma or GED.

2. Journeyman Lineman’s certification or equivalent.

3. Must maintain a valid Commercial Driver’s License.

4. Practical experience of electric utility construction.

5. Excellent leadership skills and previous supervisory experience preferred.

6. Additional education/work experience may be considered in lieu of education/work experience.

WORKING RELATIONSHIPS

1. Ability to work with public during construction and restoration activities.

2. Ability to work with and communicate with supervisor regarding construction assignments, work activities, and matters involving line crew personnel.

3. Ability to work with system dispatcher in service restoration activities and in receiving and conveying outage restoration information during call out emergency situations as required.

4. Ability to work with all personnel on various construction and service activities.

5. Ability to work with material vendors, outside consultants, and other stakeholders on all construction and restoration activities.

1. Must be able to perform the essential elements of the position of Safety Compliance Officer competently, following a training period of not to exceed six (6) months.

2. Must possess personal characteristics that will make employee a productive work team member, including high integrity, good personal habits and regular attendance at work.

3. Should be friendly and able to meet people easily and adjust to different personalities.

4. Should be able to gain and maintain respect of others, both inside and outside of the organization.

5. Must be reliable and dependable.

WORKING CONDITIONS

1. Work is performed both inside and outside and in all types of weather. Weather conditions can be extremely warm or cold.

2. Person in this position must be available to work outages, including irregular hours and emergency call-out.
